Enemy firms are all being wound up by liquidators

appointed by me. No new business is permitted as no HongKong trade is entirely internal. No Germans

remain here except prisoners of war and a few wives

and children interned in concentration camp and nine

women in charge of charitable institutions for

Chinese who have been allowed liberty unavoidably.
